    After composing the successful Symphony No 18 in C op 42 of 1937, Myaskovsky turned his attention to his former world of the army, where he had always been aware of the limitations of Russian musical repertoire for military bands. For some time he had felt a strong desire to propagate classical music among the Red Army Bands.
    I. V. Petrov was the talented conductor of the Moscow Cavalry Band, whom Myaskovsky got to know well. Petrov asked Myaskovsky for a symphony for his band
    and made the band available to the composer for the purposes of experimentation. Myaskovsky willingly complied with Petrov, whom he respected, but found the task difcult. As he had promised to produce a symphony for the band. he persevered. By the end of 1958 he had a draft of the symphony ready and began to orchestrate it for brass instruments injanuary 1959. Shortly after, the Symphony No 19 was completed and its 1rst performance was intended to take place at the 21st Anniversary Celebrations of the Soviet Army. On the 15th February 1939 it was broadcast and then performed on the 22nd in the large hall of the Moscow.
