Raymond Ian Burns (born 24 April 1954), known by the stage name Captain Sensible, is an English singer, songwriter and guitarist. Sensible co-founded the punk rock band the Damned, originally playing bass before switching to guitar. He embarked on a solo career during the 1980s, following a UK number one hit with his cover of "Happy Talk". Sensible's distinctive appearance includes a red beret and sunglasses, typically with white frames.

Best known as a co-founder (with Chris Miller, aka Rat Scabies) of the punk band the Damned, Raymond Burns, aka Captain Sensible, is one of the most beguiling and talented individuals to emerge from the punk era. Ironically, he never sought a separate career from that of the Damned, but success with a series of singles, coupled with extended periods of inactivity by the band, made it a foregone conclusion that he would become a star in his own right. In the early '80s, Captain Sensible put together a group of his own called King, which lasted all of three months before breaking up. He later sang on the single "Jet Boy Jet Girl" and appeared on Johnny Moped's Cycledelic album. He was signed to A&M as a solo artist, and had a number one British hit with the old musical number "Happy Talk." He followed it up with an original, "Glad It's All Over," an antiwar song about the Falklands; for a time, he was also hooked up with Robyn Hitchcock. By this time, his status as a member of the Damned made him a regular topic of coverage in the British music press, and he became well-known for various beliefs, including devoted vegetarianism and an opposition to war, which he presented in bitingly satirical fashion.

Captain Sensible proved more charming than any other veteran of the punk scene. His 1985 vegetarian-oriented single "Wot! No Meat?" was a success, and over the years he also recorded a series of albums, The Power of Love (1983), Revolution Now (1989), and The Universe of Geoffrey Brown (1993), that were good sellers and critical favorites, though only in England – in an era in which the Damned were little more than a cult act on the other side of the Atlantic, Captain Sensible barely registered on anyone's radar screen in America. He and his band – Paul Gray on bass, Malcolm Dixon on organ and synthesizer, and Garrie Dreadful on drums – became famous for the reckless abandon and prodigious musicianship of their live shows, which were spiced by the Captain's savage wit. In 1994 he released Live at the Milky Way, the best album of his solo career and one of the finest live albums of the era, followed by Meathead in 1995 and Mad Cows & Englishmen in 1996. With his reputation secured in particular by Live at the Milky Way, Captain Sensible remained a fan favorite even while once again joining the ranks of the Damned in the 21st century, appearing on such Damned discs as 2001's Grave Disorder and 2008's So, Who's Paranoid?

Captain Sensible (aka Ray Burns) was always the biggest joker in the Damned, the brashest boys of the first wave of British punk, and when he launched his solo career in 1982, it seemed to many like a grand prank, with a punch line even the Good Captain never expected – his first album on his own, Women and Captains First, was a genuine hit, with his synth pop cover of Rodgers & Hammerstein's "Happy Talk" going all the way to number one on the U.K. singles charts. Sensible certainly isn't afraid to aim for a good laugh on Women and Captains First, but part of the idea behind the album was to show he could do more than just straightforward punk rock, and there's no arguing he succeeded. If the proto-rap of "Wot" and the domestic squalor of "A Nice Cup of Tea" are comic, they're also well-crafted pop tunes that deliver the goods, and two numbers written with Robyn Hitchcock, "Croydon" and "Brenda, Pts. 1 & 2," are smart and atmospheric with a faint psychedelic edge (and "Croydon" reveals a subtle but clear John Lennon influence). And if "Happy Talk" sounds a bit like the afterthought it was, the trad jazz arrangement of "Nobody's Sweetheart" is an effective bit of retro fun and Sensible carries off the vocal with élan. However, most of Women and Captains First is dominated by synthesizers, drum machines, and breathy female backing vocals, giving the album a slick and instantly recognizable '80s sound that has dated far worse than anything on Damned Damned Damned, and Sensible's often underappreciated guitar work sometimes gets lost in the mix. Women and Captains First confirms Captain Sensible was a talented entertainer, a better-than-average songwriter, and a capable singer with some unexpected tricks, but in retrospect, it's a shame he didn't get to produce the set as well and buff off a little excess polish.

When Captain Sensible's first solo album, 1982's Women and Captains First, became a major hit after his synth pop cover of "Happy Talk" went to number one on the singles charts, it validated his very real talents as a songwriter and multi-instrumentalist, while also suggesting that listeners were eager to accept that Sensible was more than just the cheerful loon from the Damned. This was both a good and a bad thing; Sensible certainly had the talent to do more than folks expected from him prior to Women and Captains First, but on his second solo effort, 1983's The Power of Love, the playful side that made many of his songs so appealing fell by the wayside, and instead the album was a straightforward and overly slick exercise in electro-processed pop that seems to be vying to play on the same level as the Human League or Duran Duran, with Tony Mansfield's production so slick and clean you could fry an egg on it. The supper-class twiticisms of "Royal Rave Up" are practically the only sign of the funny side of Captain Sensible, and while a few of the songs are quite good (especially three written in collaboration with Robyn Hitchcock), the most effective bit of whimsy comes from a cover of the Pink Floyd rarity "It Would Be So Nice." "Thanks for the Night" sounds like it was tailor-made for the Damned (it later popped up in their live repertoire), but the drum machine and bits of electronic detritus that dot the mix spoil what could have been a potent dose of rock & roll, and while dance beats dominate a number of these tracks, the cumulative effect falls somewhere between languid and simply lazy. Like his first solo set, The Power of Love made it clear Captain Sensible could do more than smash it up with the Damned, but it robs his music of much of its charm and personality along the way, doing no one involved any favors.

Captain Sensible has repeatedly demonstrated that he's not interested in confining himself to easy categories in his solo work. For many performers, this ambition would be considered a virtue. But when your songs and talent aren't particularly distinguished, the result sounds more irritatingly confusing than impressive. The Captain plays '80s British dance rock, neo-psychedelia, and White-boy soul, sometimes in the same song; he links many of his tracks with sound bites of an experimental nature. If he just settled down into neo-psychedelia (his strongest suit), this would sound better; the frequent chilly synthesizers are especially bothersome. There are some nice bits of melody here and there, but you get the uneasy feeling that eclecticism is being used as a cover for the lack of killer material or a compelling lyrical thread.

A Captain Sensible LP is a rare event. Since his first two albums appeared in 1981 and 1982 while he was still in the Damned, only 1989's Revolution Now and this new effort have been released. Not that it's completely his fault; this new work was completed over two years ago – it stinks when a legend of this ability can't find someone willing to issue an already recorded album. Nonetheless, the good Captain doesn't fail us and never has. While not as strong as Revolution Now, all of his usual goofy, nostalgic neo-psychedelic guitar tricks and surprisingly crafted pop tunes are in place and sound 1993 despite his most retro prank yet: "Damned" if this isn't a concept album about one Geoffrey Brown, whose sedate corporate life is turned topsy-turvy when now-extinct aliens start leaving warning messages on his computer screen about our similar self-inflicted demise. The concept is amusing, listening to Brown's wife, co-workers, and friends abandon him as a crackpot only for the government to recognize his value in the end. It combines two common Sensible themes: our own self-destructive impulses and the ostracizing of folks who go against accepted practices and actually dare to use their own brains; can there be any other truly lasting positive message from the supposedly (not really) nihilistic (actually really fun) punk days that loony-tunes like Sensible helped found? And such glitzy tunes as "Holiday in My Heart," "Street of Shame," and the title track claw their way into your affections in a few plays. The man can write – like his pal Robyn Hitchcock, only much more consistently and without the nonsense lyrics, Sensible loves a pop song, knows one when he hears one or writes one, and has 30 years of great pop song riffs and styles stored in his brain to compose his own. Ever since the Damned's masterful Strawberries revealed his prowess, he's been loved by those in the know: He's one-third ridiculous clown, one-third lovable English eccentric incapable of growing old, and one-third (barely noticed as a result) great artist. Sensible has made some of the happiest, most enjoyable tunes around ever by a musician so scoffed at, and this is another ambitious yet modest gem from a true personality original.

Sensible calls this his White Album in the liner notes, but next to the Captain, the Beatles were haiku poets in their moderation. It's a sprawling mess of a record, spread over two CDs and two-and-a-half hours. This may be pure conjecture, but Sensible also seems to be taking a Zappa-like approach to his work with his combination of so many elements: bouncy London pop, Pink Floydish spacy electronics, found sound bites from TV shows, grating bulldozer guitar riffs, dainty orchestral violins, and silly lyrics about space travel. Often he seems to want to shock or jolt the listener out of complacency with repeated monster guitar licks or spoken dialogue; if the goal is to irritate, he succeeds all too well (as in the bit where a woman sneezes over – and over – and over). The listener ends up being not so much dazzled as exhausted, or worse, fed up with his apparent value of cocky experimentation over cogent, humane statements. Here's a little secret: if you just want the kernel of Sensible's melodious pop sensibility and none of the extraneous nonsense, head straight to the excellent, sophisticated, and witty records of one of his occasional songwriting partners, Martin Newell.

Before Captain Sensible began his solo career, he was best known as the nutter in the Damned who wore dresses (and sometimes wore nothing at all) while plunking his bass or strumming his guitar. On his own, the dear old Captain was a bona fide pop star with a few U.K. hit singles to his name in 1982 and 1983 and a young new audience completely unimpressed with his punk credentials. His singles, including "Wot," "Glad It's All Over," and "Happy Talk" (all included here), were radio-friendly slices of lighthearted keyboard-based pop brilliantly produced by New Musik's Tony Mansfield. The A&M albums Women and Captains First and The Power of Love were well-crafted eclectic affairs, each containing enough gems to make them recommended purchases. This long overdue 19-track compilation features nearly all of his singles and a good smattering of key album tracks, and will not disappoint those searching for digital versions of some of Cappy's finest moments. Although many may already be familiar with the bigger hits mentioned earlier, the Captain had many more songs that didn't bother the charts but certainly were equally as exciting, including "The Power of Love," "I Love Her," "Martha the Mouth," "Croydon," "I'm a Spider," and more. The songs on display are absolutely ace, with hooks that are uniquely uplifting. Mansfield's warm production features many of his trademark synth and guitar sounds, allowing the songs to soothe and tame the listener into total submission. Underneath it all, though, the listener has to decide whether the Captain was sincere or whether he had his tongue in cheek the whole time. Either way, the Captain's star didn't shine for long and he once again went back to being an on-again, off-again member of the Damned. He is now a punk legend, but he should be remembered for so much more.
