    This Research and Policy Note explains why the regulation of pollution in countries such as Brazil, Indonesia, Colombia, Mexico, India and China is so difficult, by looking at several aspects of pollution regulation frameworks, for instance the obstacles to effective law enforcement, effective enforcement strategies in creating compliance in industrilizing economies, and the role of local communities, markets and politics. This Research & Policy Note was drafted by the Van Vollenhoven Institute for the Kenniscentrum Rechtsstaat en Ontwikkeling (KREO). This Centre of Expertise on Rule of Law and Development is a project commissioned by the Netherlands Ministry of Foreign Affairs and set up at the Van Vollenhoven Institute for Law, Governance and Development of the Law Faculty at Leiden University.
