If you really want to learn E&M, then this is the book for you. It is written to tackle real life problems. Smythe works out difficult problems in the text and then follows them up with problems for the reader. The third edition is expensive, but I believe worth the cost. Also available on the web is the solutions manual. Highly recommended to understand how Smythe tackles the problems at end of each chapter.
