In 1992, the socialist mayor of a little French town, Saint-Juire-Champgillon, a village in Vendée, has plans for a beautiful field on the edge of town, and he's quite sure they will be put through the central government in time to help him with his political career. He intends to replace the field with a multimedia center, along with a large parking lot. The only overt opposition to this plan at the outset comes from an environmentally sensitive grammar school teacher, and he's hardly a threat, because he doesn't imagine he can successfully oppose the builders' designs. Meanwhile, the mayor has fallen in love with one of the Parisian representatives of the intelligentsia, a woman novelist and the socialist party lose his majority in the election. Trouble begins to percolate into the mayor's life and thwart his plans when his daughter and the daughter of the schoolteacher become friends.
Well, everything would have been all right without seven hazards.

With some Godard-esque direction and unpolished acting performances (looking as if the entire film was improvised), the film has a very effective documentary feel about it. This technique serves the film well, allowing Rohmer to make his political comments rather like a very capable ventiloquist: the dialogue appears to come straight from the heads of the actors and not from the pages of some well-rehearsed script.
Whilst it suffers a little from a lack of structure, the film is nevertheless an entertaining satire of contemporary French politics. It is also a treat to see Fabrice Luchini (now a very popular actor in France) erupting in a number of spirited outbursts of fury and eloquence that no one could possibly have scripted.

A Saint-Juire, en Vendée, au cœur de la France profonde, Julien Dechaumes, jeune et ambitieux maire socialiste, a pu, grâce à ses relations en haut lieu, décrocher des subventions du Ministère de la culture pour édifier une médiathèque. Mais la position politique de Julien s'effrite et sa maîtresse, la romancière Bérénice Beaurivage - parisienne invétérée -, trouve des arguments pour décourager l'initiative au nom de la défense de l'environnement. Marc Rossignol, l'instituteur, est encore plus radical dans son opposition : le projet oblige à abattre un arbre centenaire et à polluer avec du béton un cadre "digne de Ruysdael", selon lui. Là-dessus, Blandine Lenoir, journaliste parisienne, s'intéresse à ces remous provinciaux et écrit un article sur le maire, l'instituteur, l'arbre et la médiathèque de la discorde. Son texte est censuré in extremis par Régis Lebrun-Blondet, le directeur du journal, lui-même socialiste, qui veut mettre en avant l'instituteur écologiste au détriment de l'encombrant jeune maire.

Claude-Marie Trémois : "Le cinéma politique selon Rohmer est un peu spécial. Qui a raison : le maire socialiste d'un village vendéen, qui veut construire une médiathèque dans un pré, ou l'instituteur écolo, qui veut sauver un saule centenaire ? Rohmer applique au politique la méthode de dissection qu'il réservait jusqu'ici aux sentiments amoureux. Et continue d'étudier le rôle des hasards. Ici, il y en a sept… dont on n'est même pas sûr qu'ils déterminent vraiment le dénouement. De quoi discuter à perdre haleine…"
