Los Angeles, 1997. In a hypothetical future (remember that the film was in 1990) there is the new adventure of alien trophy hunter. The city has been rocked by continuous fighting between police and drug gangs, more powerful and more numerous than the police.
Mike Harrigan, tough police lieutenant by unorthodox methods, if the must see not only the criminal scum that infest the city, but also with an extraterrestrial hunter of men, endowed with superhuman strength and armed with sophisticated technologies (actor Color Kevin Peter Hall, the same who played the predator of the first episode) and an ambiguous government agent Peter Keyes (Gary Busey) who turns out to be determined to capture him to snatch the secrets and technology.
