The original ES film sold millions of bootleg copies before it ever opened in theaters. The story focuses on Colonel Nascimento, the head of the Special Police Operations Battalion (BOPE), more like a small militia than what we might think of as a SWAT team. After a jail riot ends in violence against one of the gang leaders, Nascimento is set up as the scapegoat. However, popular opinion believes that Nascimento is a hero. Instead of losing his job, he is promoted to Sub-Secretary of Intelligence which gives him access to wiretaps. He decides to go after the drug gangs, but soon the law of unintended consequences plays out. With the drugs gone, the corrupt police and politicians who are running it all find new ways to take advantage of the situation. The film begins with a somewhat philosophical bent as Nascimento talks about his approach to fighting crime and how he'd just as soon let the gangs in prison kill each other off. At the same time we see Diogo Fraga, a human rights activist and politician, lecturing a class about how the Fascist police tactics (that Nascimento oversees) are all wrong. Nascimento notes that when they debate from time to time, these two must treat each other with respect, but we sense that is a show. But there is more to their relationship than just their political differences—Fraga is married to Nascimento's ex-wife and raising his son. While it has the feel and violence of a gang film, it is really more of a look at the politics of the war on crime and drugs that seems to be unending. We see politicians and pundits positioning themselves to look tough when, in reality, they are the power behind it all. They get their cuts from all the crime, plus they use the unrest it creates to hold on to their power. To be sure there is a bit of cynicism underlying the premise. This cynicism is very clear toward the end of the film when we see that for every dishonest cop or politician that gets caught, another is ready to take his place at the trough. Should we ask the same kinds of questions raised by this film? Is there a relationship between not being able to do away with the scourge of drugs and the power that comes to those who posture about law and order? Is there a systemic problem that will always prevent us from making our society a safer place? Could it be that the poor and slums are not a problem, but the evidence of a society that preys upon them in many different ways? Elite Squad: The Enemy Within should give us pause when we are given easy answers to the difficult issues of the day.
