Jannings is the director of a gymnasium/boarding school in a provincial German town at the beginning of the 20th century. The town is all in excitement, because the Emperor William II will visit the town the next day to to attend the unveiling of a statue (of the Emperor William I). During the film's action, preparation for the festivities are going on in the background.

Jannings has received the nickname Traumulus by his pupils (Traum = dream) because of his naive and dreamy character, always believing in the essential goodness of his boys. He lives with his second wife, a young and beautiful woman, and his son from his first marriage in the apartments attached to the school. His son had forged a letter of exchange once. To cover this up, his wife had payed her step-son's debts. At the same time his wife has an affair with a medical student about which the step-son knows. He blackmails his step-mother who is therefore continually in debt, also because of her expensive clothes. Jannings knows nothing of all this. But he is forced to open a boarding house in order to pay his wife's debts.Jannings' bitter opponent, because of Jannings' liberal ways, is the town's Landrat (mayor) von Kannewurf. The two men cannot stand each other. In order to bring about Jannings' resignation, Kannewurf has Jannings' pupils secretly watched by the police.

Jannings' favorite pupil is the young baron Kurt von Zedlitz who is about to pass the final exam (Abitur). Zedlitz secretly visits the actress and notorious lose woman Lydia Link and spends the night with her. He is seen by the police leaving her room in the early hours of the morning. When the police and Jannings confront Zedlitz and the woman with this, they deny it at first. Zedlitz is forced by the woman to lie to his beloved professor's face.

The boys had formed a secret society (a Burschenschaft, curiously bearing the name "Against Tyranny"), they meet at night in the cellar of a bakery, drink beer and ape the Burschenschaftler's customs, Hans Richter being their cheerleader. Zedlitz who has come to regret bitterly his former unruly behaviour and the lies he had been forced to tell, leaves his room where he had been staying under arrest, and visits the Burschenschaftler. He tries in vain to convince them to disband the club and to reform their ways. At this moment the Landrat has the place raided by the police and has the pupils including Zedlitz brought in shame through the streets to the police station.

At the police station Lydia Link is being interrogated because of an earlier scandal. The police officer confronts Lydia Link and Zedlitz, Jannings arrives and Zedlitz now admits everything. Jannings is deeply hurt and rejects Zedlitz from his scholl and his heart. He refuses to forgive Zedlitz, even though Zedlitz asks for it several times. Zedlitz leaves and is nowhere to be found.

The Landrat arrives at the police station to glee over Jannings' distress, but when it becomes known that Zedlitz has disappeard, both men fear the worst and join forces to search for him. (Jannings has realized that Zedlitz had truly repented.)

Jannings arrives home, he tells his wife that he will hand in his resignation if anything has happened to Zedlitz. His wife will not suffer a reduced income, she tells him that she had always found him repulsive, and about his son's forgery, she even makes an allusion to her lover.
