The book's structure follows real-world needs as you encounter them on a project. That's why, for example, stakeholder, scope, and risk management come first and are the biggest chapters in the book: because they have the most profound impact on your project's success.
On the other hand, some chapters are small. There's little value in explaining theory you'll never use. In such cases, your action plan is to find an existing solution inside your organization. Reinventing the wheel should never be your first step.
